"The Leader decorated president Chirac with the Great Alfateh medal for his stances in rejecting the use of power in international relations, his objection to use French airspace to carry out an aggression on Libya in 1986, his objection to the war on Iraq, and his support to the Palestinian cause."

"The International People's Committee for al-Gathafi Human Rights Prize, has decided to award the prize for 2004 to his excellency Hugo Chavez, President of the Venezuela Bolivarian Republic, in tribute to him, in appreciation of his achievements for his people in terms of civilization and cultural transformations, through a peaceful approach, and for his brave stances by warding off injustices against the deprived, and in appreciation of his distinguished role at the international arena, particularly in Latin America for the freedom, and unity of its people; and for respecting the approach of Simon Bolivar to get rid of the effects of colonialism and enemies of freedom in and outside his country, stances that have been confirmed through the Venezuelan people's support choosing him as a leader to their triumphant progressive civilized struggle.
Then, Ahmed Ben bellah, President of the International People's Committee for al-Gathafi Human Rights Prize decorated President Hugo Chavez President of the Venezuelan Bolivarian Republic with the medal of the Prize and the prize's shield."
